VINELink may show identity and custody information supplied by a participating agency, but the research did not establish it as a stable Muskingum booking-photo archive. Ohio Mugshot Removal and Sealing
ORC 2927.22 prohibits negligently soliciting or accepting payment from the subject to remove, correct, modify, or refrain from publishing specified booking-photo or criminal-record information. It provides criminal and civil consequences. The statute is an anti-payment rule, not a promise that every image will be erased from every lawful source.

The source supports a legal limit on paid removal practices, while official access still depends on public-record law, exemptions, and the status of the underlying case.
Sealing and expungement are also distinct. ORC 2953.32 supplies eligibility and process rules for qualifying cases, and ORC 2953.34 limits inspection of sealed records. Dismissal alone does not mean that an online image has already been sealed. Later disappearance may reflect sealing, retention, indexing, or a technical change. When an order applies, send the official source a copy and ask how its records are updated.
